ON THE WAY TO GENERAL COMPULSORY MILITARY SERVICE: D. A. MILYUTIN AND “THE SUNSET” OF RECRUITMENT

Abstract

Transition from recruitment to the general compulsory military service is a special reform among military reforms of the 1860—1870-s in Russia. D. A. Milyutin, who was the Minister of War, played a big role in developing the idea of equality of all estates in protecting the motherland. Milyutin and his adherents understood that in new historical conditions, recruitment couldn’t strengthen the army. After the subsequent refusal from recruitment it took several years to commit the transition to a new form of completing the army. The article covers how reformers gradually came to the radical review of the conscription system.
