GRAIN PROCUREMENT CAMPAIGN AND ITS IMPLEMENTATION IN SOUTHERN URALS DURING THE CIVIL WAR
Abstract
Based on the analysis of food system the article attempts to reveal the peculiarities of grain procurement campaigns in the territory of the Southern Urals (Orenburg, Chelyabinsk, Ufa province) during the Civil war. After the end of hostilities in the summer and autumn of 1919, the territory of the region becomes one of the main suppliers of food for the red army and the industrial cities of the Soviet Republic. The civil war continued in many producing areas of Russia — Siberia and the North Caucasus. On the basis of the current political and socio-economic situation in the country the People’s Commissariat of Food demanded the increased amounts of bread supply from the food authorities of the provinces in view of the needs of the state and not of the potential of peasant producers.
By the materials of Central and local archives the authors reveal that the Soviet food workers, members of the Bolshevik party from among local residents openly expressed disapproval of forced and repressive methods that were used to implement food policy in the Southern Urals. The situation in the region lasted until the transition to the NEP.
