ORGANIZATIONS AND INSTITUTIONS PLANNING LOCAL AGRICULTURAL PRODUCTION IN 1946—1965 (ON THE MATERIALS OF KALININGRAD REGION)
Abstract
The article discusses the role of regional planning commissions in the organization of agricultural management in the post-war period of twenty years on the materials of the Kaliningrad region within the RSFSR. The author substantiates the view that the functions of these commissions (with the detailed analysis of the commissions in Ozersk, Primorsk and Slavsk districts) were not reduced to planning production activities, but included the issues of stockpiling, labor management of farmers and routine life of immigrants, thus appropriating general managerial functions. However, planning was done not only by the mentioned commissions but by other bodies as well. The two facts confirm the thesis that administrative functions in the Soviet economy were not fully distributed.Key words
