SOCIAL PARTNERSHIP AND PROCESSES OF SOCIAL AND CULTURAL TRANSFORMATION IN THE KAMA AND VYATKA REGION (LATE XIX — EARLY XX CENTURY)
Abstract
The article explores the process of social and cultural transformation in the Kama and Vyatka region of Russia in the second half of XIX — early XX century from the point of view of the formation of social partnership. The authors study the interactions between state authorities, local government and the public in the activities of different organizations. The basic attention is paid to the relations between zemstvo (district council) and the medical community in the issues of health development and charity work of the Zemstvo Council during WW I.
