URAL BUREAU OF THE CENTRAL COMMITTEE OF THE RCP(b) IN THE PARTY HIERARCHY: BETWEEN THE CENTER AND THE REGIONS
Abstract
The paper discusses the causes and circumstances of the creation of regional party bureaus in the structure of the RCP(b) in the early 1920s. It is noted that the strong position of the regional bureau in the party hierarchy was negatively affected by the problem of legal regulation of their status. The paper shows the dual position of the central party leadership in the relation of regional party structures. It also presents the views of local party functionaries on the place and role of the regional bureau, including the Ural bureau of the Central Committee of the RCP(b) in the regional system of government.
