SOVIET “PRESCRIPTIVE DOCUMENTS” DURING THE CIVIL WAR: THEORY AND PRACTICE (ON THE MATERIALS OF THE RSFSR NORTH-WESTERN PROVINCES)
Abstract
The article deals with the problem of practical implementation of decrees and resolutions of the Soviet state during the Civil War and of the «war communism» by the local party organs. Special attention is paid to the difficulties and contradictions facing the authorities in the implementation of the provisions of the main program of the Soviet domestic political doctrine. Local Soviet military and civilian authorities did not always accurately and timely implement the decisions of the parent bodies, which was caused by the reasons of both objective (lack of adequate staff, low socio-economic potential of the area, etc.) and subjective character («parallelism» in the activities of agencies, some personal ambition, and etc.). The author concludes that despite complex existing contradictions, the local authorities generally managed to bring to life the fundamental aspects of «socialist construction».
