Abstract

Based on the archival documents the author analyzes the projects of the Orenburg province division worked out by the military governors in 30s—40s of the XIX century. The given research allowed to determine the mechanisms of making governmental decisions in the second quarter of the XIX. The author comes to the conclusion that the most important criteria of administrative changes are centralization, further integration of suburbs into the Imperial territory, creation of the cheap and effective governmental body to manage the province which could consider both the local characteristics and the interests of the central power.
