PAY-BOOKS OF FEMALE WORKERS OF INDUSTRIAL ENTERPRISES OF ST. PETERSBURG IN THE LATE XIX — BEGINNING OF THE XX CENTURY
Abstract
The article reveals the essence, socio-economic and legal content of pay-books, and their role in regulating hired relations of female workers in industrial enterprises of St. Petersburg in the late XIX— early XX century. This document was introduced at factories and plants of Russia on June 3, 1886. The main purpose of this innovation was the authorities’ desire to establish legal relationships between workers and owners of industrial enterprises. Unfortunately, pay-books did not become the instrument for protecting workers’ rights. Entrepreneurs could well fail to give out the pay-book to their employee or deliberately recorded false information about wages and penalties there. The authorities more often supported the owners of enterprises instead of workers, though some of them were still fined for violating the factory laws.
