QUESTION OF CONTROL OVER SCHOOLS IN THE GERMAN COLONIES DURING M. L. MAGNITSKY’S MANAGEMENT OF THE KAZAN EDUCATIONAL DISTRICT AND AFTER HIS RESIGNATION

Abstract

The article analyzes the influence of the trustee Magnitsky on the schools of German immigrants in the Kazan educational district. Since 1824 the main issues concerning these schools have been the establishment of supervision by the public education authorities and the introduction of teaching the Russian language. However, this aspiration has met the opposition of the Protestant clergy, supported by the institutions that operated the colonies. The discussion of the issue continued after the resignation of Magnitsky in 1826, but it was completed without any positive decision in 1828. In the 1820s the attempt to modernize the traditional Protestant school in the colonies were unsuccessful as only the establishment of the state control over parish schools could give an impetus to that process. The return to these issues occurred in the era of the Great Reforms again.
