THE REFORM OF THE INSTITUTE OF MILITARY ACCEPTANCE AT STATE AND PRIVATE FACTORIES OF RUSSIA IN 1879—1880
Abstract
The article discusses the issues of reforming the staff structure and empowerment of the representatives of the artillery department of the Russian Empire, that carried out its activity at the domestic state and private factories. The paper gives a brief description of the historiographical base of the considered subjects; characterizes the state of the domestic institute of military acceptance at mining factories by the end of the 1870s; represents the main reforms of the military acceptance system. The author reveals the main ways to resolve the controversial issues in the reform process, as well as the interaction of the artillery inspectors and mining bosses. The given paper condiders the biographical data of leading figures of the national Institute of military acceptance, describes their role in the transformation of this structure. It indicates the status of the national Institute of representatives of the Russian artillery department by the early 1880s; puts forward the issue of supporting and strengthening the work of state-owned enterprises; shows the changes in the system of quality control and acceptance of military products at the domestic plants during the period under review. The conclusions about the results of the activity and reform of the domestic institute of military acceptance in 1879—1880 are made.
