WORK WITH NEGLECTED AND GUTTER CHILDREN IN KALININ REGION IN 1942—1945 AS SOCIAL PRACTICE OF WAR TIME
Abstract
The study based on archival data highlights the work of government agencies and the general public with neglected and gutter children in Kalinin region in 1942—1945. The author reveals changes in the number of orphaned children, gives data on the amount of teenagers placed in orphan asylums, taken under patronage and wing or employed. First and foremost militia and local education authorities were engaged in combating child neglect; they were to achieve complete registration of orphaned children and provide them good living conditions placing in child welfare institutions, working families, tradesmen schools and plants. Lack of availability of resources prevented them from accomplishing the task completely and within a short time.
