THE BUDGET OF THE VOLGA ZEMSTVOS AS A MODERNIZATION RESOURCE FOR THE PEASANT ECONOMY
Abstract
The article describes the financial and economic opportunities of district councils called “zemstvo” of the Volga provinces in late XIX — early XX century. In accordance with the Provisions on provincial and district zemstvo institutions in 1864, these councils could establish and manage local taxes within their powers. Periodically, responding to requests of ministries and departments or independently, zemstvos formulated their vision of the problems of economic development in the regions. In early 1880’s zemstvos faced the problem of arrears, which significantly limited their ability to develop the peasant economy. At the end of the XIX — beginning of the XX century the general condition for their activity was a permanent increase in the arrears of payers in provincial and district zemstvo collections. That’s why possible investments in infrastructure development could only be occasional. The bad harvest of 1891—1892, which strongly affected the Samara, Simbirsk and Penza provinces forced the zemstvo representatives to reevaluate their experience in the development of agriculture. Limited financial resources significantly influenced the activities of the zemstvos on the modernization of the peasant economy, predetermining the forms and methods of work.
