THE REGIONAL GOVERNMENT AND THE COUNTRYSIDE OF CENTRAL NONBLACK SOIL ZONE IN THE GRAIN PROCUREMENT CAMPAIGNS IN 1945—1953

Abstract

The article is dedicated to the relations between the provincial government and the countryside of Central Nonblack Soil Zone in the grain procurement campaigns in 1945—1953. On the basis of the statistics, the record keeping books, the letters of the villagers addressed to the government, taken from federal and regional archives, the author studied the ways of carrying, the dynamics, the results of the grain procurement campaigns, as well as the opposing system of the adaptive behavior of the villagers, which was aimed at getting at least a part of the harvest. There has been made a conclusion about a controversial result of the grain procurement campaigns. On the one hand they let the State harvest more than 13,6 million ton of grain. On the other hand they led to the waste of human, administrative and material resources, made the villagers improve the adaptive behavior, which destroyed the motivation to work on land.
