GRAIN COLLECTION OF 1938/1939 IN THE NOVOSIBIRSK REGION

Abstract

The article presents a detailed reconstruction of the course and results of grain collection campaign for the State grain stockpile of 1938/39 in the Novosibirsk region. It is established that in late summer — autumn 1938 the task schedule of grain delivery to the State was not implemented. The same situation was observed in the Altai Krai and Omsk Oblast. The CPSU Central Committee sent to the region its commissioner — Secretary of the Central Committee A. A. Andreev. He initiated a large-scale repressive campaign against the “saboteurs” of grain collection. Despite the increasing pressure on the collective farms called kolkhozes and district authorities, the annual procurement plan was not carried out. The undermining of the state plan fulfillment was caused mainly by the delayed harvesting, late threshing, considerable grain loss as a result of unsatisfactory labour management in kolkhozes and sovkhozes (state farms). The consequences of 1937 mass repression that targeted many qualified managers were the additional slowdown factor.
