LEGAL BASIS OF ACTIVITY, COMPOSITION, FUNCTIONS OF THE CHANCELLERY OF THE ORENBURG CIVIL GOVERNOR IN THE LATE XVIII — FIRST HALF OF THE XIX CENTURY
Abstract
The article attempts to analyze the place of the chancellery of the civil governor in the management system of the Orenburg province in the late XVIII — first half of the XIX century. The subjects of the study were the legislative regulation of activities, staffing, functions, composition of the chancellery of the head of the province. Despite the fact that by the middle of the XIX century, the chancellery of the Orenburg civil governor performed mainly secretarial functions, it was an important, rather numerous component of the institute of gubernatorial power, which allowed the governor of the province to effectively fulfill his duties. The chancellery remained the grassroots structure of the institution of governor power. Young, well-educated noblemen, who had experience in civil service, sought to serve here, because of higher salary and the proximity to the governor of the province.
