UDMURTIA HEALTHCARE ON THE EVE OF THE GREAT PATRIOTIC WAR: STATE AND DEVELOPMENT PROBLEMS
Abstract
Based on unpublished archival materials, the article examines the state and development of healthcare in the Udmurt Autonomous Soviet Socialist Republic in 1939 — the first half of 1941. It is shown how the network of health care facilities expanded, capital investments increased, and the number of doctors and paramedical personnel increased in the prewar period. The main problems of the industry are identified and analyzed. These included, for example, the continuing shortage of doctors and paramedical staff (their provision in Udmurtia was much lower than in Russia as a whole), as well as their low qualification. Especially rural areas lacked doctors. Another problem was insufficient funding, which caused a shortage of necessary equipment and medicines. The control by the People’s Commissariat of Health of Udmurtia over subordinate institutions was weak. It was former in 1935, so it took a lot of time to form its apparatus, and the management of health departments in the cities and regions of the republic experienced a high employee turnover. However, by mid-1941, these problems were partially managed, their severity was removed. The republic’s public health service met the Great Patriotic war as a whole in much better condition than two years before it began.
