Abstract

The review analyzes a new study of Russian political investigation, gendarmerie and police during the First World War and the Russian Revolution. Vladimir V. Khutarev-Garnishevsky, the author, dwells on such little-studied issues as the personnel policy of the gendarmerie, the recruitment of gendarme officers, the interrelation between the Special Corps of Gendarmes and the police department, the high command of the army, the government, and the Duma. Much attention is paid to the daily work of the gendarmes in the rear and at the front, as well as the activities in the counterintelligence. The author concludes that by the time of the February Revolution, the political investigation and the police were in a deep crisis, which was no longer possible to overcome.
