CALCULATIONS OF THE NUMBER OF SCHOOL-AGE CHILDREN AND DYNAMICS OF THE NUMBER OF STUDENTS IN PUBLIC SCHOOLS OF THE PERM PROVINCE DURING THE YEARS OF “PREPARATORY WORK FOR THE INTRODUCTION OF GENERAL EDUCATION”

Abstract

The article discusses the dynamics of growth in the number of students in the primary public school of the Perm province in the context of the “preparatory work for the introduction of general education” implemented by the Ministry of Education. The difficulties that district councils (“zemstvo”) encountered when calculating the contingent of school-age children to fill school networks according to ministerial standards are analyzed. The growth rate of the number of students in schools of the Ministry of Education is traced for 1908—1914. Absolute and relative indicators of the number of students in the counties of the province for 1912 are compared. All-Russian and provincial data as of January 1, 1915 and the school census of 1911 are presented and compared. The results of filling the school network of the province show that a significant part of the work on the introduction of primary comprehensive education has already been done here.
