THE KAMA FACTORIES MANAGEMENT SYSTEM AT THE END OF THE XVIII CENTURY

Abstract

The article considers a multistage mining management system by the example of the Izhevsk and Votkinsk metallurgical factories. The activities of the factory administrative institutions of the meso- and microlevel are analyzed. These are the Goroblagodatsky mining authorities, commander of factories, factory offices and managers. The main attention is paid to the period of restoration of mining management at the end of the 18^th century, when enterprises were withdrawn from the scope of the Vyatka provincial institution. The results of the study allow us to identify some organizational, production and personnel problems of the Kama factories during the study period. The industry’s management addressed issues of downtime of enterprises and disruption of product deliveries due to non-compliance with fuel procurement standards, misuse of funds and late payment of workers, dilapidation of factory buildings, as well as a shortage of competent employees. The need to streamline administration in the late 18^th century led to the introduction of the post of commander of the Kamsky factories. The source base is the materials of the Russian State Archive of Ancient Acts.
