THE STATE AND DEVELOPMENT OF PUBLIC UTILITIES IN THE CITIES OF THE ORENBURG (CHKALOV) REGION ON THE EVE OF THE GREAT PATRIOTIC WAR

Abstract

The article examines and analyzes the state of public utilities in the cities of the Orenburg (Chkalov) region in the second half of the 1930s. It is proved that the public utilities and provision of public amenities in the regional cities, even the regional center, was at an extremely low level in the pre-war years, although it gradually developed. Based on the analysis of plans for the development of public utilities in 1938—1940 it is shown that the planned indicators were not always fulfilled, they were transferred to the next year. On the eve of the expected military clash, the authorities were solving other problems, more and more financing the housing and public utilities as a whole according to the residual principle. Nevertheless, certain changes took place in the communal services of the cities of the region: new baths were built and old baths were reconstructed, a laundry was opened in the regional center, certain attention was paid to cleaning and planting trees and shrubs in cities and regional centers, electric lighting of cities, and the work of hairdressing salons. However, due to the outbreak of the Great Patriotic War, all plans could not be implemented. The materials of the work make a certain contribution to the Ural historiography and can serve as an impetus for attracting the attention of researchers to the poorly studied problem of the state and development of the public utilities of the Ural region in the pre-war, war and post-war years.
