THE STRUCTURE AND COMPOSITION OF THE CITY GOVERNMENT OF NAKHICHEVAN-ON-DON ACCORDING TO THE CITY REGULATIONS OF 1870
Abstract
The article is devoted to a practically unexplored by Russian science problem of implementing the reform of urban administration in accordance with the City Regulations of 1870 in the city of Nakhichevan-on-Don, founded by Armenian immigrants from the Crimea as the center of the colony in 1779. Based on the materials of the State Archive of the Rostov Region and other sources, the author examines the structure and personal composition of the main bodies of public city self-government — the City Council and City Administration, as well as the list, composition and functions of temporary and permanent commissions of the City Administration and its apparatus. An assessment is made of the class composition of public city government bodies. The article also presents the main activities of the City Council and City Administration of Nakhichevan-on-Don. It is concluded that changes in the organization and activities of urban public administration made it possible to involve a wider range of citizens in solving urban problems and had a positive impact on the development of Nakhichevan-on-Don.
