NATIONAL ISSUE IN THE DISCOURSE OF THE UNITED NOBILITY
Abstract
The article analyzes the controversy at the congresses of the united nobility on issues related to the results and prospects for the implementation of the national policy by the imperial government. The congress delegates focused their attention on relations with Finland, Poland, as well as state policy towards Jews. It is noted that the activities of the national elites of the western outskirts of the Russian Empire were assessed by the nobility extremely negatively. The main recommendations of the united nobility to the government on the national issue are identified. The congress participants emphasized the necessity and legitimacy of legal restrictions on foreign groups of the empire, the unification of legislative norms, and made demands for changing territorial borders in the outlying territories of the country. The determining factor in assessing the activities of not only national elites, but also the entire foreign population of the western outskirts of the empire was the triad “alien — different — friendly”, which became the basis for the projects of the united nobility on the national issue.
