Changes to the Universal Military Service Statute of 1912 in the Tomsk province during World War I

Abstract

During the First World War, several structures subordinate to both the military department and the Ministry of Internal Affairs worked to ensure the mobilization of the population. Important among them were provincial and district military service offices, acting in accordance with the Universal Military Service Statute. Shortly before the outbreak of the First World War, in 1912, a number of changes were made to the Statute; the question of how full the application of these changes was in 1914—1917 remains debatable. The article, based on the funds of the State Archive of the Tomsk Region, examines the activities of the district military service offices of the Tomsk province. It concludes that the changes made to the Statute in 1912 were of paramount importance for the work of the military service offices during the war, making it possible to quickly create temporary offices and carry out early recruitment.
