Improving regulatory framework for the acceptance of military products at mining plants in the Urals in the 1840s

Abstract

The article, based on materials from federal and regional archives, as well as regulations in the field of military products supply, shows the process of developing new instructions for the acceptance of guns, shells and metals from mining factories in mid-1840s. The main reasons that led to the revision of the previous instructions were the problems with the implementation of military orders, primarily a large percentage of defective barrel iron. It is noted that the final preparation of these regulatory documents was carried out by a special commission of officials from military and mining departments. Disagreements among the members of the commission regarding the acceptance of iron supplied to arms factories, as well as increasing the allowances of artillery receivers, are highlighted. In addition to developing instructions, the commission considered the issue of increasing the salaries of artillery receivers at the mining factories of the Urals. The instructions approved in 1846 supplemented the previously existing regulations, taking into account the improvement of metallurgical production technologies, and resolved controversial issues between military receivers and the mining administration.
