Officials of judicial and police institutions in the districts of Tobolsk province (1804—1822)

Abstract

The first quarter of the 19th century was marked by a variety of administrative reforms in Siberia that were aimed at finding optimal ways to manage the frontier region. However, their success largely depended on the professional and personal qualities of the local officials, who formed the basis of the county’s administrative system. Using the lists of officials, the key characteristics of this professional group are studied. The author concludes that the quality of the Tobolsk bureaucracy was low due to the shortage of personnel, which significantly limited the government capacity to recruit staff for the local administration. The poor funding of the local authorities had exacerbated this situation. Taken together, these factors undermined the authority of the Tsarist government and reduced the rate at which the eastern periphery was incorporated into the Russian Empire.
