Official conflicts and ways of resolving them in the system of gubernatorial power in the Russian Empire in the first half of the 19th century (by the example of the Orenburg province)

Abstract
The article, based on archival documents, many of which are being introduced into scientific circulation for the first time, examines conflict situations with the participation of the governor in the administrative practice of the Orenburg province in the first half of the 19th century. An attempt has been made to identify their causes and solutions. The author identified formal and informal levels of conflict. The first were due to the fact that the legislative norms for the functioning and interaction of the main institutions of local government during the period under review were defined only in the most general form. The informal causes of conflicts were due to personal qualities of representatives of the highest administration of the Orenburg province, their management style, views, administrative experience, the nature of relations with subordinates, and their own vision of the situation. The main conflict resolver was the Senate. In some cases, the government used personnel mechanisms to resolve conflicts. The conflicts that arose showed ways of further evolution of the local government system, the need to clarify powers, and develop more effective ways and forms of interaction between government institutions.
