В статье приведены результаты комплексного анализа динамики численности и причин хулиганских проявлений, а также деятельности органов милиции, прокуратуры и суда по борьбе с данным видом преступления в Куйбышевской и Ульяновской областях в послевоенное время. В ходе исследования было установлено, что ориентация правоохранительных и судебно-следственных органов на усиление борьбы с имущественными преступлениями, кадровый голод в милиции, низкий процент вовлеченности населения в бригадмил не позволили выработать действенную методику пресечения хулиганств в исследуемый период. В то же время региональные партийные организации не рассматривали злостные нарушения общественного порядка как опасное уголовное деяние, что негативно сказалось на качестве и количестве профилактических мероприятий. Уменьшение объемов реализуемых населению алкогольных напитков как наиболее действенный способ снижения числа хулиганских проявлений не было реализовано по экономическим причинам. В результате в начале 1950-х гг. в Среднем Поволжье хулиганство стало самым распространенным некорыстным уголовно наказуемым деянием.

The article presents the results of a comprehensive analysis of the dynamics of the number and causes of hooligan manifestations, as well as the activities of the police, prosecutors and courts to combat this type of crime in the Kuibyshev and Ulyanovsk regions in the post-war period. In the course of the study, it was found that the orientation of law enforcement and judicial-investigative bodies to strengthen the fight against property crimes, the lack of personnel in the police, the low percentage of the population’s involvement in the brigade did not allow the development of an effective method for suppressing hooliganism during the study period. At the same time, the regional party organizations did not consider malicious violations of public order as a dangerous criminal act, which had a negative impact on the quality and quantity of preventive measures. Reducing the volume of alcoholic beverages sold to the population as the most effective way to reduce the number of hooligan manifestations was not implemented for economic reasons. As a result, in the early 1950s in the Middle Volga region, hooliganism became the most common disinterested criminal act.
