Государство активно поддерживало переселенческое движение, создавало врачебные пункты для оказания помощи не только во время переселения, но и в местах водворения крестьян. Однако, несмотря на все попытки организовать качественное медицинское обслуживание, чиновники сталкивались с рядом трудностей и проблем. Во-первых, состояние самих переселенческих поселков. Сырость, грязь, отсутствие разнообразной пищи и чистой воды становились одним из условий распространения инфекционных заболеваний среди новоселов. Во-вторых, не было четкого разделения функций врачей переселенческой организации, оказывающих медпомощь переселенцам, и сельского медицинского персонала, помогающего старожилам, что приводило к увеличению нагрузки на медицинских работников обеих структур. В-третьих, в селах отсутствовали подходящие для больниц постройки, что становилось причиной отказа в стационарном лечении при обращении больного за медицинской помощью.

Secondly, there was no clear division between the functions of the doctors of the resettlement organization providing medical assistance to the migrants and the rural medical staff helping the old-timers, which led to an increase in the burden on the medical workers of both structures. Thirdly, in the villages there were no buildings suitable for hospitals, which became the reason for the refusal of inpatient treatment when a patient applied for medical help.
