В статье анализируется работа городского коммунального парикмахерского хозяйства Чкаловской (Оренбургской) области в военные и послевоенные годы, при этом основное внимание уделяется деятельности парикмахерских областного центра. Выяснены причины неудовлетворительной работы коммунальных парикмахерских, которые не могли полностью обеспечить потребности городского населения. Приводятся данные о количестве парикмахерских, их пропускной способности, стоимости услуг, которые сильно менялись в течение всей войны. Доказано, что количество коммунальных парикмахерских за восемь послевоенных лет (1945—1953 гг.) увеличилось в 2,6 раза (с 19 до 50 единиц), число обслуженных клиентов выросло в 1,5 раза (с 704,4 тыс. до 1087 тыс.). На основе сравнительного анализа коммунального парикмахерского хозяйства Чкаловской области с соседней промышленно развитой Челябинской областью автор приходит к выводу, что причины неудовлетворительной работы парикмахерских были схожими, но количество парикмахерских и численность обслуженных клиентов в соседней области были значительно выше, а тарифы на парикмахерские услуги ниже. Раскрыта роль местных советских и партийных органов в решении серьезных проблем на местном уровне в условиях недостаточного централизованного снабжения парикмахерского хозяйства парфюмерными материалами и инструментами. Доказано, что производственные планы по оказанию услуг населению не выполнялись коммунальными парикмахерскими области ни в годы войны, ни в годы послевоенного восстановления.

The article analyzes the work of the municipal hairdressing industry of the Chkalov (Orenburg) region during the war and post-war years, with greater attention paid to the activities of hairdressing salons in the regional center. The reasons for the unsatisfactory work of municipal hairdressing salons, which could not fully meet the needs of the urban population, are identified. Data are provided on the number of hairdressing salons, throughput capacity and cost of services, which changed significantly throughout the war. It is proved that the number of municipal hairdressing salons increased by 2.6 times (from 19 to 50 units) over the eight post-war years (1945—1953), the number of clients served increased by 1.5 times (from 704.4 thousand to 1087 thousand). On the basis of the comparative analysis of the communal hairdressing industry of the Chkalov region with the neighboring industrially developed Chelyabinsk region the author comes to the conclusion that the reasons for the unsatisfactory work of the hairdressers were similar, but the number of hairdressers and the number of clients served were significantly higher in the neighboring region, and the tariffs for hairdressing services were lower. The role of the local Soviet and party bodies in solving serious problems at the local level with a shortage of centralized supplies of hairdressing with perfumery materials and hairdressing tools is revealed. It is proved that production plans for hairdressing services delivery to the population by communal hairdressers of the region were fulfilled neither during the war nor in the years of post-war recovery.
